Google Penalty Checklist

Google Penalty Checklist, "which I added:
- Fixed slash duplicate content issue through 301 (this is a mistake to Google indexing)
- Index.php Fix "duplicate content issue 301 (redirect it to slash: domain.com / index.php to domain.com /)
- Subdomain WWW Fix "canonical duplicate content issue 301 (just to make regular canonical fix is not enough if you have sub-domains)
- Remove all dead and irrelevant links
- Added privacy
- Checked robots.txt -> check anything wrong
- Checked safebrowsing tools -> check anything wrong
- Checked meta tags -> check anything wrong (remove unnecessary meta tags)
- Do you buy or sell a link?
- Build a couple of good quality links through guest wiring.
- Added new quality content
- Added NOINDEX, follow the individual tag pages to prevent duplicate content
- Added a new canonical tag
- Removed interrelated
- are now in place and updated XML Sitemap
What if all the above while you still can not rank? Consider the following example:

- Your site would have never had any problems from the outset. This may be one of those freak of Google damage issues, which landed you in the soup.
- You have correctly identified the problem, cleaned it, filed the request, but you are in a "mandatory sentences, which you have no idea how long it will continue.
- You have not defined the problem or part of the name of it, and Google wants you to do more, then you do not know and are waiting for the end of the row to the end. The problem may or may not be specified as a warning to the WMT.
- It never could be, by definition, execution of Google, but the algorithmic / filter set up that influenced the choice of a set of keywords related to your domain. If the overall traffic is not affected dramatically, perhaps, perceived penalty may belong to this category.
- Your site is affected (or penalized algorithmically the optimal), then make an effort, the struggle for survival, to apply for a Google link that might be the problem you're on name, which may be news Google! Thus, they use a stick to beat you, you gave.
